I head Lexia’s EU, Competition and Public Procurement practice. I have 15 years of experience in competition law. At Lexia I have advised companies of various sizes in a wide range of issues as well as the public sector, lobbyists and trade organizations in several EU law cases related to national and EU competition law and public procurements. I have assisted clients e.g. at the Finnish Competition and Consumer Authority (FCCA), the Market Court, the Supreme Administrative Court, and civil courts.
I have extensive experience with cases related to cartels, mergers, and abuse of dominant market position, competition neutrality and government subsidies, the arrangement of public procurements, handling various procurement disputes, purchase agreements between competitors, vertical supply agreements, cases related to antitrust damages, and drafting competition law compliance guidelines, training and tests. I have also given expert statements in cases related to EU and competition law. My clients operate in several sectors, including social and health care services, the waste management and environment industry, media, grocery and retail, travel and restaurant services, gas and chemical industry, the sawmill industry, consumer credit, and biogas business.
Before joining Lexia I worked at the Finnish Competition and Consumer Authority (FCCA) in, e.g., the Director General’s Staff and Merger Control Unit. Additionally, I have participated in numerous tasks related to legislative work, project management, and development and training activities, among others. I have written the chapters on the assessment of mergers in the FCCA’s Merger Guidelines, published in 2011. Additionally, I have practical experience with EU competition law through participation in the Generics/Astra Zeneca pharmaceutical antitrust case at the DG Competition of the European Commission, and through attending Oral Hearings and Advisory Committee meetings on behalf of the FCCA. I have also acted as an international expert in EU development projects, among others.
In terms of competition law, I am published in several national and international referee publications. My most recent book, EU:n ja Suomen kilpailuvalvonta [The EU’s and Finland’s Competition Control], was published in 2016. My thesis titled “Does EU Merger Control Discriminate against Small Market Companies?” was awarded as the best legal doctoral dissertation in Finland in 2009 and was published by Kluwer.
I am an Adjunct Professor of Competition Law at the University of Helsinki, Faculty of Law, and an Adjunct Professor of Competition Law and Policy at the University of Tampere’s Faculty of Management. I am also a member of the Case Reports Editorial Review Board at Oxford Competition Law.
